A Garage Is Not a Room in Housing Data

Public housing data counts a garage as an annex, not living space. What transaction records, carports and door condition mean for a household reading its own

A garage is not counted as living space in public housing data. Transaction records, tax rolls and energy certificates describe it as an annex, a dependent outbuilding or a parking spot, and they measure it in square meters of floor area rather than in rooms. That single classification decides how the structure enters a price per square meter, and it decides what a buyer sees before anyone opens the front door. A reader who wants to check how these definitions and vintages are handled can look at the reference work published by French housing data observers, which explains which source feeds which figure and where the limits sit.

How does public transaction data describe a house with a garage?

In France, the notarial transaction databases behind the DVF files describe a sale as a set of lots: the main dwelling, its outbuildings, and the land. A garage attached to the house usually appears as a dependent lot with its own floor area, not folded into the habitable surface. The habitable surface itself follows a legal definition, the surface habitable under the construction and housing code, which counts enclosed and covered rooms with a minimum ceiling height and excludes garages, cellars, and unheated annexes.

That means two houses of identical living area can carry different prices per square meter once the garage is present, because the denominator of the ratio does not move.

The practical consequence is simple. When a household compares its own sale to the median of its commune, it must compare like with like: same definition of living space, same treatment of annexes, same date of record. A garage sold with the house adds value, but it does not add habitable square meters, and the published median will not show it as such.

What is the difference between a garage, a carport and a car shelter?

A garage is a closed structure with walls, a roof and a door that can be locked. A carport is a roof on posts, open on at least one side, with no door. A car shelter, sometimes called an abri, is lighter still: a frame with a canvas or polycarbonate cover, often movable and sometimes sold as a kit.

Public data treats these three differently. A garage built with a building permit appears in the Sitadel construction records as a created surface, and it can appear on the tax roll as a built annex. A carport may or may not require a permit depending on local rules and surface thresholds, and it is generally not counted as habitable or as a closed annex. A car shelter is usually treated as movable equipment, close to a shed, and it rarely enters any surface figure at all.

For a buyer, the difference is not cosmetic. A closed garage changes insurance, storage and security. A carport changes the snow and sun load on a car but not the taxable built surface. A shelter changes almost nothing in the records. When a listing says garage, the first question is which of the three it actually is, and the second is whether the structure appears in the permit history.

Why does the state of the door change what a buyer sees first?

The overhead door is the largest moving surface on the property, and it is the first thing a visitor faces on arrival. A door with rusted hinges, a bent bottom section or a torsion spring that has lost tension reads as deferred maintenance before the buyer reaches the kitchen. That impression is not a data point in any public file, but it shapes the offer that follows.

Inspection practice follows published standards. ANSI/DASMA 102 covers the safety requirements for sectional doors, and UL 325 covers the entrapment protection of the operator. A door that fails the monthly reversal test, or that has a photo eye mounted above the floor line, is a documented defect. A homeowner can test the reversal with a piece of wood on the floor and the wall control, and can check that the springs, cables and drums are intact without touching them. Springs, cables and drums are never a homeowner job: the stored energy in a torsion assembly can release without warning, and the hardware is under load even when the door is down.

What a household may safely do is limited and clear. Lubricate rollers and hinges with a manufacturer-approved product, keep the tracks free of debris, test the reversal monthly, and replace the remote battery. Anything involving the counterbalance system, the cables, the drums or the bottom brackets belongs to a trained technician with the right winding bars.

Which figures published by official sources can a household check for itself?

A household can check several figures without an intermediary. The DVF files, published by the French tax authority, list real transaction prices by commune, with the date, the number of rooms and the built surface. The Notaires-Insee indices give a quarterly price movement by territory, built on a constant field so that the mix of sales does not distort the trend. The Banque de France publishes average borrowing rates. Sitadel publishes construction starts and permits. Georisques maps natural and technological risks by address.

Each of these has a definition and a vintage. A price per square meter from DVF uses the built surface declared in the act, which may or may not include the garage depending on how the lot was described. A Notaires-Insee index is revised, and the provisional figure is not the final one. A rate from the Banque de France is an average, not an offer. A Sitadel count is a permit, not a finished building.

The household that reads the definitions first avoids the common error of comparing a house with a garage to a median built on apartments. The garage is real value, but it is not living space, and the published ratios will not treat it as such.

What the records do not say about a garage

No public file records the condition of the door, the age of the spring, or whether the opener has a battery backup. Those facts live in the service history and in the monthly test. A buyer who wants to know what the garage is worth in practice has to look at the door, run the reversal test, and ask for the maintenance record. The data tells the household what the structure is and how it is classified. The door tells the household how much work is waiting.

Where the line sits for a homeowner

A homeowner can read the DVF file for the street, check the permit history, test the reversal, and keep the hardware clean. A homeowner cannot wind a torsion spring, replace a cable, or reset a drum. Those tasks require the right tools and the right training, and the risk is not proportional to the size of the repair. The public data and the door inspection answer different questions, and both are worth doing before a sale or a purchase.
